In her article, Four Network Principles for Collaboration Success, Dr. Jane Wei-Skillern, a leading expert on network leadership with the Center for Social Sector Leadership at UC Berkeley Haas School of Business, highlights four key principles that define successful networks:

1. Focus on Mission Before Organization – Prioritize the shared mission over individual organizational agendas. Lasting impact comes from leveraging a network of partners, not just growing a single organization. Leaders often feel pressured to grow their organizations as a measure of success, however scaling for the sake of growth can stretch resources thin and make it difficult to sustain long-term impact. Networked organizations instead center their efforts on mission impact, even if it means relinquishing control over funding, program implementation, or recognition.

2. Manage Through Trust, Not Control – Build strong relationships based on trust rather than relying solely on formal structures. Trust-based relationships create stronger networks where accountability is driven by shared commitment rather than bureaucratic oversight. Effective network leadership requires selecting partners based on shared values and trust rather than imposing rigid, top-down structures. Networked organizations invest time and due diligence to identify partners who are aligned in mission and values, ensuring long-term collaboration without the need for excessive oversight.

3. Promote Others, Not Yourself – Elevate the contributions of partners and collaborators to create collective success. Humility is a hallmark of successful network leaders. Instead of seeking credit for their own organization, they highlight the contributions of their partners. By prioritizing the success of the broader network over individual recognition, networked organizations generate goodwill and sustain long-term collaboration. The principle of promoting others strengthens the entire ecosystem, ensuring that impact is amplified rather than confined to one institution.

4. Build Constellations, Not Stars – Create interconnected networks that drive systemic change rather than focusing on individual efforts. Networked organizations see themselves as part of a larger constellation rather than striving to be the brightest star. They recognize that mobilizing collective resources leads to a greater impact than working in isolation. This mindset shift from institutional success to systemic impact ensures that resources are allocated where they are most effective. Network Leadership in Action: A Case Study from California

The power of network leadership is happening in real time, right now. In 2017, the Tehama County Office of Education launched a groundbreaking summer learning initiative that has since expanded to serve over 1,800 students across 23 schools, including rural and underserved areas.

Tehama County Office of Education brought together several partner organizations who each contributed their unique strengths, creating a web of support that empowered students far beyond the classroom. Among them, The Tehama County Social Services & Community Action Agency ensured students received healthy meals through nutrition education and meal preparation support. Tehama County Health Services Agency led physical activity and wellness initiatives to keep kids active and engaged. Tehama County Mental Health Division implemented social-emotional learning programs, including drumming sessions that helped students express their emotions. UCCE CalFresh Programs delivered nutrition education and fitness programs to promote lifelong wellness. Greenville Rancheria Clinic introduced Native American folklore and health education, teaching students about culture, history, and self-care. St. Elizabeth Hospital provided transportation and meal services, ensuring students had consistent access to learning opportunities. And finally, the Tehama Conservation Fund offered hands-on environmental education through innovative workshops like Power of Pollinators.

This spirit of collaboration sparked a ripple effect nurturing healthier, happier, and more resilient students who are ready to thrive in every aspect of life. Together, these partners unlocked new opportunities not only for students, but for families and the broader community as well. "When we bring together diverse partners, we don't just add resources, we multiply impact," says a representative from the Tehama County Office of Education. "This initiative has proven that by working together, we can provide students with meaningful learning experiences that extend beyond the classroom."

These organizations didn’t just support students; they transformed an entire region’s approach to education and therefore deepened their shared mission and impact. This is the power of network leadership in action.

Partnership for Children & Youth (PCY) is a statewide California intermediary that demonstrates network leadership principles through its work in policy & advocacy and its technical assistance programs. PCY is the principal convener of the CA Afterschool Advocacy Alliance (CA3). Since 2009, CA3 has brought together school districts, county offices of education, community-based organizations, law enforcement, local government officials, child advocates, families, students, and other allies to:

Promote state and federal policies that enhance the quality and accessibility of publicly funded expanded learning programs in California’s most underserved communities.
Build public awareness of the essential value and role of expanded learning programs to support student success.

CA3 has successfully supported the enactment of dozens of legislative, administrative, and budget proposals impacting more than 900,000 students in 4,500 programs across California. CA3’s advocacy work resulted in an additional $100 million of state funding for afterschool between 2017-2019 and paved the way for the state’s historic $4 billion Expanded Learning Opportunities Program (ELO-P) starting in the 2021-22 fiscal year.

InPlay is a non-profit organization whose mission is to connect kids and youth to summer and after-school programs that ignite their individual interests and talents, thereby reducing the achievement gap. InPlay models network leadership principles by breaking down barriers to access in the outreach and registration process between families and school districts, activity providers and other local partners. By combining district, city, and foundation-funded programs together on a single platform, InPlay is able to offer underserved families a one-stop-shop. In doing so, InPlay levels the playing field for all families to experience high-quality enrichment opportunities that support their success in school and life.
